HB2772, gambling, gaming, gaming apps

Today — April 15, 2021 — Governor Doug Ducey signed legislation that legalizes sports betting, fantasy sports betting, and other off-reservation forms of gambling on a bipartisan vote. In fact, without strong support from Democrats, HB2772 and its Senate mirror bill would have died. More Republicans voted “no” than Democrats; I was one of only four Democrats who voted no. I still have serious concerns about the public health consequences of widespread gambling (particularly smart-phone-based gambling) and about the privacy of user data. This deal with the governor will allow the tribes to add online gaming and more brick-and-motor casinos with renewal of the gaming compact.

The following blog post and video were originally published on Facebook on February 10, 2021.

HB2772 is a bill legalizing fantasy sports betting and event wagering. This bill is more than 40 pages long and has a five page amendment.

Why is it so long and complicated? Because it represents a dramatic increase in gambling, particularly mobile device gambling in Arizona. This bill legalizes gambling outside of the casinos and beyond lottery tickets. HB2772 is Governor Doug Ducey’s plan to “modernize gaming”. OK, I have been preaching that businesses and industries need to reinvent themselves to survive COVID. The past is gone, and they need to rethink their business models for the post pandemic world. HB2772 is the gaming industry reinventing itself by shifting to other types of legal betting, more gambling locations (off tribal lands), mobile device gambling, and sports betting. (What could go wrong?)

political signs

We had a rousing debate about political signs and Senator Michelle Ugenti-Rita’s SB1432 on Monday. SB1432 doubles the amount of time political signs can stay up after the primary and general elections. In a previous year, the Legislature increased the number of days before the elections that signs can be put up. Recently, the House passed SB1722 which extends the time political signs can stay up in HOAs and planned communities.

Paradise Valley and Scottsdale residents, do you like the blight and traffic hazards caused by political signs? Your Legislators — MUR and Reps. John Kavanagh and Joseph Chaplik — are the sponsors and biggest proponents of 1432 and 1722.

voter suppression in Arizona

We were greeted with a HUGE list of bills in caucus this morning.

Since the staff didn’t receive the caucus agenda until about an hour before the meeting, Democrats discussed a giant list of controversial bills with no staff briefing materials. (Typical Republican disrespect for our caucus and our staff.)

The list of bills attacking your rights was nearly 2 pages long. Republicans have proposed several voter suppression bills, plus attacks on freedom to protest, Clean Elections, and the Citizens Initiative. This blog post and video from February covers some of the voter suppression bills proposed in the Arizona House.

Today’s video covers a few examples of Senate voter suppression bills: SB1485 (PEVL Purge proposed by Senator Michelle Ugenti-Rita); SB1593 (shortening length of time to vote early proposed by Senator David Gowan); SB1106 (class 6 felony for people who vote in Arizona and don’t intent to remain a resident of Arizona, proposed by Senator J.D. Mesnard); and SB1530 (instructions to mail ballots back would criminalize family members who forward ballots, proposed by Mesnard).

Red for Ed

Today was the last Ways and Means Committee Meeting of 2021, and it was a doozie. More interruptions. More suppression of speech. More putdowns.

There were several controversial bills on the agenda, particularly three that take money from public education or lead to more privatization.

SB1273 would allow Student Tuition Organizations (STOs) to give students money for expenses other than tuition. we know that STO’s are not transparent. We know how many scholarships they deliver but not how many students are being served. We also know that some parents get as much is $20,000 a year per child for those children to attend private or religious schools. That’s blatantly unfair and in equitable. SB1273 would just allow them to give away more tax with no accountability.

SB1280 is about the privatization of school transportation. There is a previous video on this bill, but things came out in committee that make men more against it. One of my big concerns about strike-everything bill SB1280 is child safety. This bill allows charter schools and districts schools to use some of their current transportation funding in order to give grants to parents. As you may know, charter schools get money for transportation, but they don’t have to use it on transportation. I’m sure you’ve seen the long lines of parents who are picking up or dropping off their kids at charter schools. Public school kids have the opportunity to ride the school bus or perhaps even walk to their neighborhood school. This bill would allow parents to apply for grants to get an unknown amount of money to come up with “innovative ways” to get their kids to school, including paying parents gas mileage or funding neighborhood carpools, city bus passes, or ride sharing services (like Uber or Lyft).

Striker #HB2321 Is Massive Corporate Welfare Bill (video)

It feels like deja vu all over again. This week a vanilla bill (HB2321) was used as a striker and was turned into a huge tax credit for big corporations. Corporations who have $2 billion or more to invest in building “qualified facilities” and hiring workers at a certain level are eligible for a total of $125 million in refundable tax credits per year.

What is wrong with that?

Arizona Is #1 in Voter Suppression (video)

Sign up for vote-by-mail

There’s never a dull moment in the Arizona Legislature when we debate voter suppression. There are more than 30 voter suppression bills currently in play. Arizona Republicans are #1 in the nation for their productivity. The sheer volume of bad bills that make it harder to vote, harder to register to vote, and easier to hide campaign donations is staggering. Many thanks to the hundreds of people who signed into RTS against these terrible attacks on your right to vote.

This video discuss several voter suppression bills from Reps. John Kavanagh and Jake Hoffman: HB2723 (campaign finance); HB2792 (felony charges for election workers who mail an unrequested ballot); HB2793 (criminalizing volunteers who register people to vote); HB2811 (ban on same-day voting); HB2569 (ban on elections departments taking outside funds to run the elections); HB2794 (ban on changing election deadlines, even during a pandemic); and HCR2023 (attack on Congressional voter rights bill HR1). (Correction to the video: I named Kavanagh and Chaplik as the source for these voter suppression bills, when in fact, these bills should be credited to Kavanagh and Hoffman. Hoffman gets the prize for proposing six voter suppression, although Kavanagh infamously said the the Government and Elections Committee that government should not look at the “quality of the votes” in an election — not just the quantity.)
